5. Discussion
5.1. Research outcomes
The purpose of this research was to address the
research objectives and questions outlined in the study.
Qualitative and quantitative approaches were used
for the analysis. The results of this study are based on
the Delphi technique and priority indexing system. In

severe punishment for violations, and control throughout the process are needed.
